{"id":3034,"date":"2026-05-15T11:27:21","date_gmt":"2026-05-15T09:27:21","guid":{"rendered":"https:\/\/www.blubic.com\/guia-per-implementar-un-plan-de-desplacament-dempresa\/"},"modified":"2026-05-20T10:48:48","modified_gmt":"2026-05-20T08:48:48","slug":"guia-implementar-pla-desplacament-empresa","status":"publish","type":"post","link":"https:\/\/www.blubic.com\/ca\/guia-implementar-pla-desplacament-empresa\/","title":{"rendered":"Guia per implementar un Pla de Despla\u00e7ament d&#8217;Empresa"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>Obligaci\u00f3 per complir amb la Llei de Mobilitat Sostenible el 2026<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><em>El pas a pas per a empreses que volen reduir costos, evitar sancions i liderar la transici\u00f3 sostenible.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Plans de Despla\u00e7ament d\u2019Empresa<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La nova Llei de Mobilitat Sostenible 9\/2025 estableix l&#8217;obligaci\u00f3 per a empreses i entitats p\u00fabliques d&#8217;implementar <strong>Plans de Despla\u00e7ament d\u2019Empresa<\/strong> (PDE), orientats a reduir la petjada de carboni i fomentar l&#8217;\u00fas del transport p\u00fablic i alternatiu. No es tracta nom\u00e9s de complir amb la normativa, sin\u00f3 de <strong>reduir costos, millorar l&#8217;efici\u00e8ncia operativa i refor\u00e7ar la marca<\/strong>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Aspectes clau de l&#8217;Article 26 i la seva actualitzaci\u00f3:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Obligatorietat:<\/strong> Afecta a empreses amb centres de treball que superin els 200 treballadors, o 100 per torn.<\/li>\n\n\n\n<li><strong>Terminis:<\/strong> Despr\u00e9s de la modificaci\u00f3 pel Reial decret llei 7\/2026, l&#8217;obligaci\u00f3 \u00e9s tenir el pla en vigor a <strong>5 de desembre de 2026<\/strong><\/li>\n\n\n\n<li><strong>Negociaci\u00f3 Col\u00b7lectiva<\/strong>: Els plans han de ser negociats amb la representaci\u00f3 legal dels treballadors.<\/li>\n\n\n\n<li><strong>Objectiu:<\/strong> Reduir l&#8217;\u00fas del vehicle privat de combusti\u00f3 en els despla\u00e7aments diaris. <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">La norma busca un impacte estructural en l&#8217;organitzaci\u00f3 laboral, integrant la mobilitat en la gesti\u00f3 de recursos humans i sostenibilitat<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La <a href=\"https:\/\/www.blubic.com\/ca\/una-hora-al-dia-per-anar-a-treballar\/\" target=\"_blank\" rel=\"noreferrer noopener\">mobilitat laboral<\/a> \u00e9s avui dia un element clau en moltes empreses, per\u00f2 cada vegada \u00e9s m\u00e9s urgent la necessitat d&#8217;actuar contra la crisi clim\u00e0tica i reduir els impactes negatius d&#8217;una <a href=\"https:\/\/www.blubic.com\/ca\/10-consequencies-mobilitat-insostenible\/\" target=\"_blank\" rel=\"noreferrer noopener\">mobilitat no sostenible<\/a>; congesti\u00f3, p\u00e8rdua de temps i competitivitat, accidentalitat, contaminaci\u00f3, consum energ\u00e8tic, salut, \u2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Per aix\u00f2, qualsevol empresa ha de tenir dissenyat un pla de mobilitat. L&#8217;acc\u00e9s dels empleats al centre de treball forma part de les activitats de l&#8217;empresa i, per tant, les empreses juguen un paper fonamental en el necessari canvi del model de mobilitat actual per un m\u00e9s sostenible i respectu\u00f3s. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong><em>\u201cSi la teva empresa ha de ser important per al planeta, el planeta ha de ser important per a la teva empresa.\u201d<\/em><\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Un <strong>Pla de Despla\u00e7ament d\u2019Empresa (PDE)<\/strong> o <strong>Plan de Movilidad Sostenible al Trabajo (PMST)<\/strong>, o <strong>Plan de Transporte al Trabajo (PTT)<\/strong> consisteix en l&#8217;elaborar una s\u00e8rie de mesures orientades a incentivar l&#8217;\u00fas de modes de transport m\u00e9s <strong>sostenibles<\/strong> i eficients, fomentant una utilitzaci\u00f3 m\u00e9s racional del cotxe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Beneficis d&#8217;adoptar un Pla de Despla\u00e7ament d\u2019Empresa<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Per a l&#8217;empresa<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&#8217;adopci\u00f3 d&#8217;un pla de despla\u00e7ament d&#8217;empresa, o pla de transport al treball, es reflecteix en el comprom\u00eds de la <a href=\"https:\/\/observatoriorsc.org\/areas-de-trabajo\/rsc\/\" target=\"_blank\" rel=\"noreferrer noopener\">Responsabilitat Social Corporativa<\/a> per una millor qualitat ambiental i social. Millora la imatge de l&#8217;empresa i el compliment d&#8217;est\u00e0ndards de <a href=\"https:\/\/www.blubic.com\/ca\/13-de17-objectius-de-desenvolupament-sostenible-per-transformar-el-nostre-mon\/\" target=\"_blank\" rel=\"noreferrer noopener\">sostenibilitat<\/a> i inclusivitat, cada vegada m\u00e9s requerits en el mercat. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Es produeix una reducci\u00f3 real la petjada de carboni (CO<sub>\u2082<\/sub>)- especialment les d&#8217;Abast 3, Categoria 7- amb pr\u00e0ctiques de transport m\u00e9s netes.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"892\" height=\"674\" src=\"https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Beneficis-cat-1.png\" alt=\"Beneficis de una mobilitat sostenible\" class=\"wp-image-3056\" srcset=\"https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Beneficis-cat-1.png 892w, https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Beneficis-cat-1-300x227.png 300w, https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Beneficis-cat-1-768x580.png 768w\" sizes=\"(max-width: 892px) 100vw, 892px\" \/><figcaption class=\"wp-element-caption\">Beneficis de una mobilitat sostenible<\/figcaption><\/figure>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong><em>\u00abEl Pla de Despla\u00e7ament d\u2019Empresa s&#8217;emmarca en les pol\u00edtiques de Responsabilitat Social Corporativa i en els 17 Objectius de Desenvolupament Sostenible de l&#8217;agenda 2030 de l&#8217;ONU.\u00bb<\/em><\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">La millora de la salut dels treballadors que opten per mobilitat activa (caminar, bicicleta) incideix favorablement en la disminuci\u00f3 de l&#8217;absentisme, dels accidents, reduint els costos associats i augmentant la productivitat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Una menor necessitat d&#8217;aparcaments implica un estalvi de costos i permet destinar el seu espai a altres fins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El desenvolupament d&#8217;un pla d&#8217;aquest tipus, per iniciativa de l&#8217;empresa, \u00e9s un aspecte ben valorat pels treballadors. Aquests veuen com l&#8217;empresa pren una acci\u00f3 que mostra preocupaci\u00f3 per ells i millora la seva percepci\u00f3 de l&#8217;inter\u00e8s que t\u00e9 l&#8217;empresa en la seva seguretat. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pot comptar amb beneficis fiscals i subvencions d&#8217;algunes administracions. El seu incompliment, a m\u00e9s de provocar sancions, pot limitar la capacitat de l&#8217;empresa per a presentar-se a licitacions p\u00fabliques. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Per a la societat<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La disminuci\u00f3 dels citats impactes negatius t\u00e9 una conseq\u00fc\u00e8ncia evident en la millora de la salut, l&#8217;economia, l&#8217;ocupaci\u00f3 i la qualitat de vida, urbana i ambiental dels ciutadans. Reducci\u00f3 de consum energ\u00e8tic, reducci\u00f3 d&#8217;emissions de gasos d&#8217;efecte d&#8217;hivernacle i contaminants locals, menor soroll, reducci\u00f3 de costos sanitaris, reducci\u00f3 de baixes laborals, reducci\u00f3 d&#8217;accidents, mitigaci\u00f3 de la congesti\u00f3, disminuci\u00f3 de la necessitat d&#8217;espai per a infraestructures de vehicles i d&#8217;espai p\u00fablic en general, reducci\u00f3 de l&#8217;exclusi\u00f3 social, millora de la mobilitat en l&#8217;entorn, etc. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Per als treballadors<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Els treballadors es beneficien de l&#8217;estalvi de costos de vehicle particular si s&#8217;opta per compartir el viatge, estalvi del cost de l&#8217;autom\u00f2bil propi pel canvi a un mode tou o al transport p\u00fablic i, en alguns casos, percepci\u00f3 d&#8217;algun benefici econ\u00f2mic si l&#8217;empresa decideix incentivar aquests modes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aquells que canvi\u00efn al tipus de despla\u00e7ament actiu experimenta una millora de la seva salut, relacionada amb la major activitat f\u00edsica vinculada al despla\u00e7ament en aquests modes i a no exposar-se a una font d&#8217;estr\u00e8s com \u00e9s el conduir, especialment en condicions de congesti\u00f3.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En general es produeix una menor incertesa sobre l&#8217;hora d&#8217;arribada a destinaci\u00f3, la qual cosa millora la puntualitat i suposa un estalvi de temps de despla\u00e7ament, la qual cosa afavoreix la conciliaci\u00f3 familiar.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Reptes-oportunitats-1-1024x683.png\" alt=\"Reptes i beneficis per implementar Plans de Despla\u00e7ament d'Empresa\" class=\"wp-image-3059\" srcset=\"https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Reptes-oportunitats-1-1024x683.png 1024w, https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Reptes-oportunitats-1-300x200.png 300w, https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Reptes-oportunitats-1-768x512.png 768w, https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Reptes-oportunitats-1.png 1536w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Reptes i beneficis per implementar Plans de Despla\u00e7ament d&#8217;Empresa<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Implementar un pla de despla\u00e7ament tamb\u00e9 suposa un repte per a les organitzacions: la c\u00e0rrega administrativa, els costos d&#8217;implementaci\u00f3, les possibles friccions en la negociaci\u00f3 amb els representants dels treballadors, a m\u00e9s de les dificultats pr\u00f2pies de la ubicaci\u00f3 del centre de treball i la gesti\u00f3 i transici\u00f3 cap a flotes m\u00e9s sostenibles<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Com es realitza un Pla de Despla\u00e7ament d\u2019Empresa<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El <strong><a href=\"https:\/\/www.blubic.com\/ca\/plans-de-desplacament-dempresa-una-oportunitat-estrategica\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pla de Despla\u00e7ament<\/a><\/strong> ha de concretar una estructura definida, de mesures i objectius realistes, a m\u00e9s de tenir una delimitaci\u00f3 espacial, incloent tots aquells despla\u00e7aments que es considerin dins d&#8217;ell.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img decoding=\"async\" width=\"709\" height=\"123\" src=\"https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Fases-cat-1.png\" alt=\"Fases per implementar un pla de despla\u00e7ament d'empresa\" class=\"wp-image-3057\" srcset=\"https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Fases-cat-1.png 709w, https:\/\/www.blubic.com\/wp-content\/uploads\/2026\/05\/Fases-cat-1-300x52.png 300w\" sizes=\"(max-width: 709px) 100vw, 709px\" \/><figcaption class=\"wp-element-caption\">Fases per implementar un pla de despla\u00e7ament d&#8217;empresa<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Un Pla de Despla\u00e7ament complet inclou mesures de mobilitat activa (bicicleta i per als vianants), integraci\u00f3 amb transport p\u00fablic, opcions de teletreball, cotxe compartit (carpooling), infraestructures necess\u00e0ries, bonificacions de transport, formaci\u00f3 en seguretat vi\u00e0ria, etc. Es realitza en 5 fases: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>01. Diagn\u00f2stic inicial<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An\u00e0lisi de la mobilitat actual i de lentorn. Inclou la caracteritzaci\u00f3 de la mobilitat, auditories de lentorn, entrevistes i q\u00fcestionaris a empresa, treballadors i visitants. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>02. Avaluaci\u00f3 i definici\u00f3 estrat\u00e8gica<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Identificaci\u00f3 dimpactes i formulaci\u00f3 del pla. Es calculen externalitats, es redacta el diagn\u00f2stic i es defineixen les propostes dactuaci\u00f3. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>03. Alineaci\u00f3 i validaci\u00f3<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consens intern i aprovaci\u00f3 del pla. Implica la negociaci\u00f3 amb Direcci\u00f3 i Representaci\u00f3 Laboral, redacci\u00f3 i validaci\u00f3 del document final amb objectius i KPI, i la tramitaci\u00f3 oficial davant d&#8217;Administracions. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>04. Implementaci\u00f3<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Posada en marxa del pla i comunicaci\u00f3 interna. Inclou el suport a la implantaci\u00f3 del pla, difusi\u00f3 interna i qualsevol acci\u00f3 necess\u00e0ria per activar les mesures acordades. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>05. Seguiment i serveis complementaris<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Control peri\u00f2dic i suport especialitzat. Contempla seguiment bianual (anys 2 i 4) i serveis addicionals com a auditories espec\u00edfiques, assessorament d&#8217;infraestructures, solucions d&#8217;aparcament, formaci\u00f3, disseny d&#8217;incentius, c\u00e0lcul d&#8217;empremta de carboni, comunicaci\u00f3 i gesti\u00f3 de subvencions. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Conclusions<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Els <strong>Plans de Despla\u00e7ament<\/strong> permeten modificar els h\u00e0bits insostenibles dels treballadors i fomentar usos que redueixin el tr\u00e0nsit i siguin m\u00e9s respectuosos amb el medi ambient. Per exemple, un pla de transport al treball hauria de fomentar l&#8217;\u00fas del transport p\u00fablic, estimular i premiar l&#8217;\u00fas de la bicicleta i promoure l&#8217;\u00fas compartit del cotxe.
